EU companies and VAT

I want to buy a Creative cloud membership. Obviously the membership is sold by Adobe Ireland (I can guess this by the 23% VAT rate). In this case the normal procedure for VAT registered EU companies is to pay excluding VAT. And in another topic here I see the question is discussed and the answer is "you need to register your company VAT before paying and then you will be billed excluding VAT". But actually I don't see where in my profile can I enter such data? Maybe this happens right before the payment? So strange...
