Can I make 10 Adobe ID's?

I work in a small office and we can't afford to pay $70/month for 10 users when 7 of them only use Photoshop occaisionally.

My solution is 10 IDs: 3 Complete subscriptions and 7 Single App subscriptions. I don't want to lose my money, will Adobe ban me for this?
