Why can't Adobe verify my email address and blames my computer settings?

I'm logged into my Adobe account.  I try to signup for a subscription to the Creative Cloud.  A window opens stating, "Join the Creative Cloud; 1.  First you need an Adobe ID."  I enter my ID and password.  Then I get a message that my email must be verified.  I follOW instructions.  I open my email and click the link.  I get a message "This operations has been cancelled due to restrictions in effect on this computer.  Please contact your system administrator."   Well, this is my personal computer.  I have no difficulty on any other site, subscribing, downloading, etc.  I have no problem logging into my Adobe account.

 

This message gives no clue as to what Adobe does not like about my computer.

 

Does Adobe really want anyone to subscribe to their software?.  GOOD GRIEF!!!!!!!!!!!!!!!!!!!!!!!!!!!  Lets take something simple and make it really complex!!!
