I use CS6 as a tool (with FrameMaker) to publish my International Newsletter Stellarator News and to maintain its Web site. But I am now retired, and do this withour renumeration out of my desire to support its cause.
The organization that sponsors the Newsletter is willing to buy CS upgrades for me every few years, but cannot, and will not commit itself to monthly fees. Nor can I afford to do this, being retired.
In fact, given the current budgeting uncertainties in the government, I do not see how any government-supported organization can commit to monthly licensing fees. In addition, keeping files in a cloud not under our government control is generally not allowed for security reasons.
Adobe has not thought this out for a large chunk of its users!
